[PureOS] Please assume all issues require tracking unless told otherwise

Hi all,

There seems to be confusion about which issues need tracking and which are adequate to just discuss casually on Matrix.

If in doubt, please read the topic line of the matrix room you're in.

PureOS matrix room currently offers this guidance:

Create new issue at https://tracker.pureos.net/ (or locate and add to existing issue) for all the things unless explicitly told it needs no tracking or followup

Let's please help each other remember to track all that needs tracking.
